HarmonyOS 7 Launches AI Agent Era as Huawei Seizes Opportunity Apple Left Open in China

The timing was impossible to ignore.

While Apple continues to navigate regulatory challenges and local AI partnerships inside China, Huawei is moving aggressively to fill the gap with an operating system designed specifically for the Chinese market. At its annual developer conference in Dongguan, the company introduced HarmonyOS 7 as more than just another software update. Huawei says it represents the beginning of what it calls the “Agent Era,” where artificial intelligence becomes deeply embedded into the operating system itself rather than functioning as a standalone assistant.

Huawei Bets Big on AI Agents

The centerpiece of HarmonyOS 7 is the new Intelligent Agent Framework 2.0, a platform that restructures how users interact with their devices.

Instead of opening multiple apps and navigating through menus, Huawei says users can simply express their intent in natural language and allow the operating system to coordinate the necessary actions behind the scenes.

At the heart of this system is Xiaoyi, Huawei’s AI assistant. Previously a voice-command tool, Xiaoyi has been rebuilt into what Huawei describes as a system-level intelligence agent capable of controlling more than 2,100 device functions while coordinating with over 2,000 third-party AI agents across Huawei’s ecosystem.

For consumers, the goal is simple: fewer taps, fewer app launches, and more tasks completed through conversational requests.

Imagine asking your phone to plan a trip, book transportation, coordinate accommodations, organize a schedule, and send confirmations without opening multiple applications. That is the future Huawei is attempting to create.

HarmonyOS Enters a New Phase

During the keynote presentation, Huawei Consumer Business Group Chairman Richard Yu described HarmonyOS as entering its third major chapter.

According to Yu:

“In 2019, HarmonyOS was born. In 2023, native HarmonyOS apps began. In 2026, HarmonyOS enters the Agent era.”

That statement reflects Huawei’s broader strategy. What began as a survival response to U.S. sanctions has evolved into a fully independent technology ecosystem.

Under the hood, HarmonyOS 7 is powered by openPangu 2.0, Huawei’s newest large language model platform. The company says its flagship Pro model contains 505 billion parameters, while the lighter Flash version features 92 billion parameters. Both reportedly support context windows of up to 512,000 tokens.

Huawei also announced plans to deploy 30-billion-parameter AI models directly on future Kirin-powered devices later this year.

In addition, Huawei claims HarmonyOS 7 delivers performance improvements exceeding 15% compared with HarmonyOS 6.1, although those benchmarks have not yet been independently verified.

Apple’s China Challenge Continues

The significance of HarmonyOS 7 extends beyond technology.

China remains one of the world’s most important smartphone markets, yet it is also becoming one of Apple’s most difficult environments to navigate.

Apple recently confirmed that several advanced Siri AI features available elsewhere will not initially launch in China due to regulatory and partnership requirements. Those limitations have created an opening that Huawei appears eager to exploit.

Unlike Apple, Huawei has built its AI ecosystem specifically around Chinese services and regulations.

The company highlighted integrations with local platforms such as travel providers and healthcare services that can work directly through Xiaoyi’s agent network. These connections allow Huawei’s AI assistant to perform tasks across services that are already deeply embedded in daily life for Chinese consumers.

As a result, Huawei’s AI strategy may offer functionality that international competitors currently cannot match inside China.

HarmonyOS Is Already Gaining Ground

Market share data suggests Huawei’s momentum is more than just marketing.

According to research from Counterpoint Research, HarmonyOS surpassed Apple’s iOS in China during 2025 and continued strengthening its position into 2026.

Recent figures indicate HarmonyOS now controls roughly 19% of China’s smartphone operating system market, compared with approximately 16% for iOS, while Android maintains the largest share at around 65%.

Those numbers illustrate how quickly Huawei has recovered following years of restrictions that once threatened its smartphone business.

Ironically, the sanctions that forced Huawei to build its own operating system may have created one of its strongest long-term advantages.

The Reality Check

Despite the excitement surrounding HarmonyOS 7, several important limitations remain.

The software is currently available only as a developer beta. A full public release is expected later in 2026.

Huawei’s AI ecosystem also remains heavily concentrated within China. While the company now boasts more than 400,000 applications and services, that figure is still significantly smaller than Apple’s global App Store ecosystem.

Furthermore, Huawei’s international ambitions face considerable challenges, including geopolitical concerns, software availability, and competition from Android and iOS in markets where Huawei has lost substantial market share over the past several years.

In other words, HarmonyOS may be winning in China, but global dominance remains a far more difficult objective.

A Familiar Look, Different Strategy

Interestingly, HarmonyOS 7 also reveals how smartphone platforms continue to influence one another.

Observers noted similarities between HarmonyOS 7’s visual design language and the translucent “Liquid Glass” aesthetics recently introduced by Apple and echoed by Samsung’s newest interface designs.

While visual styles are converging across the industry, the underlying strategies are moving in very different directions.

Apple is focused on privacy-centric AI integrated across its ecosystem.

Google continues to expand Android through Gemini-powered experiences.

Meanwhile, Huawei is betting heavily on AI agents operating as an orchestration layer across services and applications.

The interfaces may look increasingly similar, but the architectures underneath are rapidly diverging.

The Bigger Story

HarmonyOS exists because Huawei was forced to create it.

When U.S. sanctions restricted Huawei’s access to Google services and Android technologies in 2019, the company faced an existential challenge. Rather than retreat, Huawei invested billions into building a completely independent software ecosystem.

Seven years later, that decision appears to be paying dividends.

Today, more than 90% of Huawei devices reportedly run the company’s fully self-developed operating system. The platform has evolved from a backup plan into a strategic weapon.

As Apple works through regulatory hurdles and AI deployment challenges in China, Huawei finds itself in a rare position: owning the operating system, the AI models, the developer ecosystem, and the local partnerships needed to deliver AI experiences at scale.

Whether HarmonyOS 7 becomes a global contender remains uncertain.

What is becoming increasingly clear, however, is that Huawei is no longer simply trying to survive without Android. It is attempting to define what comes after the smartphone app era—and it is doing so in the world’s largest mobile market.
